2025 is likely to see the highest migration of millionaires around the world. About 142,000 individuals with liquid investable wealth equal to, or exceeding $1 million (€ 975K) are projected to seek new domiciles.

A report by Henley & Partners reveals that approximately 134,000 wealthy individuals migrated to new countries in 2024, surpassing the projected figure of 128,000. The net outflow was highest in China, followed by the UK and India. Whereas, the USA, UAE, and Italy emerged as the top destinations for wealthy migrants.

Looking ahead, 2025 is expected to see the highest level of migration in a decade. Before the pandemic, a peak in migration was recorded only in 2019 when 110,000 affluent individuals relocated their homebase.

The high migration is likely to be steered by political realignments in several countries. Last year about 70 countries comprising nearly half of the world’s population, carried out elections bringing about a change or adjustment in leadership. In addition, geo-political conflicts, economic uncertainties and climate changes are encouraging the wealthy to shift to safer territories and even diversify their domiciles across strategically advantageous locations.

In 2025, the UAE and Singapore are expected to emerge as the top destinations for wealthy migrants in Asia and the Middle East. The UAE’s Golden-Visa program, which offers long-term residence visas along with special benefits for sponsoring family members, continues to attract affluent individuals from nearby nations like India. Its emerging world class infrastructure and crypto-friendly policies are also a powerful draw. Singapore’s political stability and reputation as a global financial hub make it a highly appealing choice for high-net-worth individuals. In 2024, it was among the top destinations projected to attract wealthy individuals from China.

Wealthy immigrants were once mostly investors from developing economies. However, 2025 is set to see a growing interest from developed nations like the USA, driven by a desire for global diversification and a "Plan B" in response to increasing instability and polarization. Countries aiming to attract this demographic are expected to introduce more innovative programs this year, particularly those striving to establish themselves as emerging global wealth hubs.
